Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional experience in habilitation, vocational counseling, or vocational rehabilitation counseling or instruction.

Substitutions

Experience in the care, guidance or training of the developmentally disabled will substitute for the required degree on the basis of 30 semester hours for one year of experience.

Graduate training in education will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Broad review from an agency administrator.

Direct over Habilitation Instructors, and Habilitation Aides.

Location of Work:
Department of Health and Hospitals (DHH), Office for Citizens with Developmental Disabilities (OCDD).

Job Distinctions

Differs from Habilitation Instructor 3 by the responsibility for directing an habilitation program.

Differs from Habilitation Director by the lack of responsibility for directing a program having an average daily client population of more than 200 and a staff of 20 or more.

Examples of Work
Coordinates work by scheduling assignments and directing the work of subordinate staff members.

Instructs and evaluates clients in work activities and maintains equipment used.

Procures and monitors contract work for the activity center and establishes wage rates for clients.

Coordinates the design and development of methods, instruments, and techniques to enable clients to perform assigned work.

Develops, monitors, and evaluates the progress of individualized habilitation plans and objectives for clients.

Recommends client discharge, referral to other resources, job placement, and job training.

Develops and monitors budget recommendations for personnel services, equipment, materials and capital outlay.

Meets with officials of state and local agencies, professional organizations, and interested groups on matters relating to the program.

Coordinates program with other public, private, state, and local agencies.

Selects and assigns staff, identifies staff development needs, and assures that training is obtained.

Conducts staff meetings and conferences with subordinate personnel to discuss operating conditions, budgetary matters, personnel matters, and the status of programs and projects.

Maintains records, prepares reports, and composes correspondence relative to the program
